Enterprise grant approvals require weighted multi-signature consensus. No single party — including Pocits Inc. — can unilaterally release funds. This is structural, not policy.

Every Enterprise grant is evaluated against the MARC (Monetary Allocation & Resource Capitalization) framework — two questions that determine whether a programme creates genuine community benefit or just cycles wealth to insiders.

Where does the money flow?

Enterprise grants require that 80% of all operations revenue flows down to county reserves — not up to platform shareholders. This is structurally enforced, not a policy that can be quietly changed.
