Building the Infrastructure
That Keeps Wealth Local

The MARC framework monetizes human attention as time — measuring, distributing, and democratizing the value of every second spent on the network, so that attention stays local, valued, and community-governed.

What Is The POCITS Foundation?

Three distinct roles. One unified development engine.

⚙️
The Development Arm
The POCITS Foundation funds and develops all 8 core system departments as PGEF-funded sub-projects. Each system maintains a public project profile demonstrating progress transparently — the same accountability model applied to every County Enterprise Fund grant recipient. The Foundation is its own first proof of concept.
🌐
The International Place Network
At the global scale, the POCITS Foundation operates as Pocits Global Advertising — the place network aggregating all 3,433 county networks into a single international advertising ecosystem. State and country-level Place profiles operate under the Foundation's mandate, serving regional, national, and global advertisers through the time commodity model.
🏛️
PGEF Custodian
The Foundation holds and deploys the Pocits Global Enterprise Fund — 800 million POCIT at an established value of $20 USD per token. This is not a budget that depletes; it is an appreciating asset pool that cycles through grants, economic activity, advertising revenue, and reinvestment. The fund grows with the network.

The MARC Framework

Every system, partnership, and programme the POCITS Foundation deploys must answer two questions.

01
Where does the money go?
Distribution down to participants and communities ✓  ·  Extraction up to distant shareholders ✗
02
Who owns what gets monetized?
Democratic community ownership ✓  ·  Corporate or elite capture ✗
8.64 seconds
The Fundamental Unit of Human Attention — The Unit of One
0.00001 POCIT  =  1 pete/pocitcoin  =  1 marc  =  8.64 seconds
Every person has exactly 86,400 seconds per day. Anchoring the token to measurable time makes speculation structurally impossible — you cannot extract value from attention that was never given.
Big Tech Model
Data harvested, sold to advertisers
Revenue flows to distant shareholders
Community creates the value; corporations capture it
Attention monetized without consent or compensation
POCITS Model
Circulation time sold, not data or impressions
88% of revenue flows down to communities
County reserves democratically owned and governed
Mathematical 5% capture limit — extraction impossible by design
88%
of network revenue flows down to communities (County projects: 80% enterprise grant pool | Global projects: 8% enterprise grant pool)
5%
mathematical maximum any entity can control — structural, not contractual
MARC
passes both tests — distribution down, democratic ownership confirmed

The PGEF is not a budget. It's a flywheel.

Unlike government grant programmes or VC funds, PGEF grants are designed for repayment. Economic activity funded by grants generates advertising revenue which flows back through the 80/20 split — replenishing the fund, not depleting it.

Financial Independence & Liquidity

The POCITS Foundation operates a completely separate financial architecture from the county reserve network. These pools do not commingle — each has distinct governance, custody, and mandate.

Pocits Inc. Relationship — Clarity Statement

Pocits Inc. serves as the Corporate Director of development and operations of POCITS Foundation's core systems and receives a fee for its development and operations management services — currently 100,000 Pocit/year ($2 million USD).

Pocits Inc. rendered its network creation as a public utility by severing from corporate ownership via a trade sale for 1% of the token supply. The company is paid in full, holds no share of advertising revenue, and has no equity stake in the network's ownership.

State and country-level Place profiles generate their own advertising revenue (80/20 split) under separate mandates — not distributed to specific counties. These mandates are administered by the Foundation and its delegate structures.

The 8 System Departments

Each department is a PGEF-funded sub-project of the POCITS Foundation, maintaining a public project profile — the same transparency standard applied to every grant recipient. The Foundation is its own proof of concept.

Three Signatories Per County

Every county that joins the Foundation appoints three signatories — not a committee, not a board. Three people, each accountable to one function: the money, the grants, and the exchange. Together they are the Foundation's presence in your county.

Signatory 1
Treasurer
Custodian of the county Reserve. Signs off on capital flows and manages the local pocitcoin treasury on behalf of the community.
Signatory 2
Grantor
Administers PGEF grant allocations for the county. Reviews and approves community grant applications under the Enterprise flywheel.
Signatory 3
Exchange Signatory
Authorizes county-level XCHG activity. The bridge between pocitcoin circulation and the local merchant ecosystem.

Know the right person for your county? Foundation signatories are appointed through a direct invitation — not a public application. If you're connected in your county's business or civic community and want to nominate someone (or yourself), request participation below.

Every Place, Connected. Every Dollar, Accountable.

At the international scale, the POCITS Foundation operates as Pocits Global Advertising — the network layer above the county ecosystem, where global advertisers buy circulation time, not impressions, paying into reserves rather than extracting from them.

The Place Hierarchy
Pocits International (Global)
└── Country Networks (e.g. Pocits Canada, Pocits USA)
    └── State / Province Networks
        └── 3,433 County Networks
            └── City / Municipality Networks
Each level has its own Place profile, its own advertising inventory, and its own revenue mandate. State and country levels operate under the Foundation's direct mandate.
The MARC Test at Scale

Even at the international level, the same two questions apply. Where does the money go? Down the hierarchy to communities. Who owns what gets monetized? Democratic governance at each level.

No level of the hierarchy extracts upward to distant shareholders. The architecture makes extraction structurally impossible, not merely contractually prohibited. The mathematical 5% capture limit applies at every layer.
