Cities sit inside counties and above neighbourhoods. They represent concentrated human activity — the density where civic institutions, markets, and cultural life converge. City delegates carry that concentrated voice into the county circuit, ensuring urban communities are represented in the broader regional conversation.
A city does not replace its county. It amplifies the communities within it.
The City Circuit is where neighbourhoods within a city meet each other. It is the deliberative layer for urban communities — where neighbourhood delegates coordinate on shared infrastructure, where city-level resolutions take shape, and where the work of municipal governance happens in plain view.
Posts in the city circuit are tagged with the neighbourhood of origin. A reader in the city circuit sees every neighbourhood represented by its own marker — the aggregate voice of the municipality made visible.

A city's presence in the pockets network begins with its first neighbourhood. As neighbourhoods activate within the city, city-level delegate bodies form and city circuits come alive. City reserves pool from neighbourhood activity and fund city-scale programs — parks, transit advocacy, community infrastructure.
City delegates are drawn from active neighbourhood resident communities. They carry the municipal voice into the county circuit, and from there into state and national delegate bodies.
